If it is thought right to endeavour to put down the keeping of gaming houses and the dealing in lotteries by penal enactments, Captain Deane's suggestions indicate the direction in which legislation is necessary; and after considering them in connection with the existing law, I have prepared a draft Ordinance which would, I think, do what legislation can do to carry them out.
My own view is that already the machinery of the criminal law and the police force are far too extensively resorted to for the purpose of putting down gambling and lotteries.
